PROPOSALS

Sealed proposals addressed to Greater Texoma Utility Authority (GTUA) (Owner) on behalf of the city of Sherman will be received at the offices of the Director of Utilities, Sherman City Hall, 220 W. Mulberry St., Sherman TX 75090 between 8 A.M. and 2 P.M. on Thursday July 13, 2017, for furnishing all material, equipment and labor for the construction of the following project:

SHERMAN INDUSTRIAL SEWER

Bids will be opened at the offices of The Director of Utilities and Engineering, Sherman City Hall, 220 W. Mulberry St., Sherman TX 75090 beginning at 2 P.M. on Thursday July 13, 2017. The project will consist of:

Furnishing all materials, equipment and tools; performing all necessary labor and supervision; and all work appurtenant to the construction of approximately 6,000 feet of 21-inch, 3,000 linear feet of 18-inch and 800 linear feet of 15-inch PVC gravity sanitary sewer line in Sherman, Texas. The work includes, but is not necessarily limited to site excavation, trench excavation and backfill, encased bores, aerial crossings, FRP manholes, sewer line placement, erosion control and street repair. This project will cross US Highway 75 (TxDOT), a main line railroad (BNSF) and three industrial railroad spurs.

The Owner reserves the right to determine the best interests of the Project based upon the Owner’s firsthand experience with or knowledge about Bidders, including information regarding safety records of Bidders provided in the GTUA Contractor’s Qualification Statement to be submitted by Bidders.

In determining to whom to award a contract, the owner may consider, among other things:

1. The purchase price;

2. The reputation of the vendor and the quality of the vendor’s goods or services;

3. The extent to which the goods or services meet the owner’s needs;

4. The vendor’s past relationship with the owner;

5. The total long-term cost to the city to acquire the vendor’s goods or services;

6. Any other relevant factor specifically listed in the request for bids or proposals;

7. The impact on the ability of GTUA to comply with rules relating to historically underutilized businesses;

8. Any other relevant factor specifically listed in the request for bids or proposals; and

9. The safety record of the bidder, of the firm, corporation, partnership, or institution represented by the bidder, or of anyone acting for such a firm, corporation, partnership, or institution.

Bidders must submit with their bids a Cashier's Check or a Certified Check in the amount of five (5%) percent of the maximum amount of bid payable without recourse to the Owner or a proposal bond in the same amount. The successful Bidder will be required to furnish not only a performance bond in the amount of the contract, but also a payment bond for the protection of all claimants supplying labor and materials.

Contract Documents, Proposal Forms, Specifications and plans are on file and may be examined without charge in the offices of the Director of Public Works and Engineering, Sherman City Hall, 220 W. Mulberry St., Sherman, TX 75090, and may be obtained from Freeman-Millican, Inc., 12160 N. Abrams Rd., Ste. 508, Dallas, Texas 75243, (Phone 214-503-0555) upon a deposit of seventy ($ 70.00) dollars, which sum will be not be refunded. The project will be listed on CivCAST as well.
