(First Published January 14, 2018) REQUEST FOR QUALIFICATIONS Design/Build Construction Teams To Build a Shooting Range and Training Center A HUD Project B-17-SR-40-0916 The Eastern Shawnee Tribe of Oklahoma is seeking a qualified Design/Build construction team to design and construct a "Shooting Range and Training Center" in Wyandotte, Oklahoma. The purpose of this project will be to train law enforcement, provide hunter safety courses, and to provide recreational opportunities to sportsmen. This Shooting Range will be built on 75 acres and will consist of the following: 3,000SF Club House, crushed rock Roads, Parking Lots, and Cart Paths, (1) Sporting Clays Course, (1) 5-Stand Clays Course, (1) Skeet Field, (1) Trap Field, (1) Baffled Pistol Range, and (1) Baffled Rifle Range. The location of this Shooting Range is at the intersection of S. 705 Rd. and E. 110 Rd. on the Oklahoma side of the Oklahoma/Missouri Stateline Rd. near Seneca, MO. A mandatory Pre-Qualification Conference will be held on Monday, February 5th at 1:00 p.m., at the Eastern Shawnee Wellness Center, located at 10135 S. Bluejacket Road, Wyandotte, OK (Behind the Outpost Casino). The Qualification Packets are due Friday, February 9th at 4:00 p.m., at 12755 S. 705 Rd., Wyandotte, OK. Eight packets are to be included. The Tribe will evaluate the qualifications of the Design/Build Teams based upon the following point system: Indian preference (10 pts.). Experience in designing and building a facility similar to the size and scope of this project (90 pts.). This project is subject to Section 3 of the Housing and Urban Development Act of 1968, 12 USC 1701u, and 24 CFR Part 135. These regulations will be incorporated into all contracts and subcontracts. The D/B firms should provide profiles for all the firms in the joint venture. This project will be performed using HUD funding in the amount of $707,260. This figure excludes some equipment costs which will be explained at the Pre-Bid Conference. The Corps of Engineer will provide technical support, on behalf of the Tribe, at every phase of this project.
