will accept statements of qualifications from experienced firms for the planning and implementation of a water storage tank rehabilitation and management program for five storage tanks. The initial project scope includes the removal of the existing coating system, application of a new coating system to industry standards (including logos), addition of new manways, replacement of vent screens, replacement of overflow screens, repair or replacement of sight gauges, repair any structural deficiencies found, repair or installation of internal mixing systems, installation of interior ladders to tanks that do not have them, replacement of some exterior ladder systems, foundation work, and improvements to tank safety features. Once initial work is complete, an ongoing asset management program is to include annual ROV inspections, washout cleanings every five years, repair of any coating system failures, repair of structural failures, exterior cleaning as needed and coordination with third parties wishing to lease space on the storage tanks. Statements should include a description of the firm’s capability and experience in the field of water storage tank rehabilitation and management, resumes of individuals to be assigned to the project, a listing of similar projects along with reference information, and a description of the firm’s familiarity with the project and the ability to provide responsive service to the Morehead Utility Plant Board. Firms responding to this request will be ranked according to the information submitted. Qualification Statements will be evaluated and ranked using the following criteria:
Technical Approach/Understanding of Problem 25 pts
Familiarity with Local Area 35 pts
Corporate Experience and Experience of Proposed Personnel 25 pts
Ability to Perform Work within Time Limitations 15 pts
A proposal review committee comprised of representatives from the Morehead Utility Plant Board will meet and rank all received proposals within three weeks of the proposal deadline. The Morehead Utility Plant Board will enter into negotiations with the highest ranked firm to execute a service agreement. If the parties are unable to negotiate a satisfactory agreement, the second highest ranked firm will be contacted. Once a firm has been selected, all unsuccessful firms will be notified
